WAN hesitates at first but accepts the proposal to FU’s delight. When KOK and the emperor reach Hekou, KOK urges the emperor to redress his case but the emperor indulges himself in all sorts of vanity. The emperor is arrested after slapping KWAI in a brothel and fails to present his royal seal. As a result, he receives forty harsh beatings as punishment……
