Administrator WONG reports the fire to BEI, revealing that SHUN is caught sneaking out of the bathroom half-naked and seems to have vanished without a trace ever since. HON LEUNG reveals how SHUN has spoiled the documents, and even imputes the theft at the General’s Residence to him. BEI is consumed with anger and orders the arrest of SHUN at once.
