Though KAI-KEI tries to explain, the two do not believe her. After Father THOMAS complains to KAI-CHUNG that there is a police officer taking bribes in the flea market, NGAI CHUN comes up with an idea, trying to make two newly recruited rookies to be their scapegoats. Later on, when NGAI CHUN invites KAI-CHUNG to the flea market, MAN KEUNG arranges the two rookies to patrol the place. While there, the two spot TO YUNG, who immediately gives them a bribe so as to prevent the medicinal materials from being seen, resulting in all three of them being arrested by NGAI CHUN.
